What obligations do companies have to users of their Web-based services? WHAT OBLIGATIONS DO THE USERS OF THESE SERVICES HAVE ?

If you read the typical contract closely the companies have the obligation to use their best efforts to provide the services, but are not liable in the event they fail to do so. In other words they don’t have any obligations to anyone.
The users are obligated to pay for the services which may or may not be provided by the companies.
Oh, I almost forgot, in most cases the user can cancel and will get a refund on the unused portion of their advance payment.
